Saskatchewan RCMP reminds motorists that speeding past emergency workers is dangerous – and illegal.

Saskatchewan RCMP ticketed 192 drivers in June alone for failing to slow down when passing an emergency, highway maintenance, tow or construction vehicle with lights flashing.

One of them drove 104 km/hr past a Prince Albert Combined Traffic Services Saskatchewan officer, who was positioned in a construction zone on Highway #2, outside of Anglin Lake. Multiple construction workers and vehicles with their lights flashing were working in the area. The driver received a ticket for exceeding 60 km/hr passing highway equipment with warning lights in operation, Section 203(1)(c), Traffic Safety Act, resulting in a $1075 fine.

A reminder: you must slow to 60/km an hour when passing:

– a police or emergency vehicle stopped at the side of the road with its lights flashing;

– Ministry of Highways and Infrastructure machinery or equipment stopped at the side of the road with lights flashing; or

– a tow truck with its lights clashing while it’s assisting a vehicle.

 

Additionally, drivers must slow to 60 km/hour or the posted speed when travelling in a construction zone.

Saskatchewan RCMP officers actively enforce these rules, which help keep workers and our roads safe, during their regular patrols.

 

Investigative Recap

Ongoing missing person investigations. Saskatchewan RCMP continues to ask for public assistance locating the following missing individuals:

 

 

July 11: At approximately 9:30 p.m., Meadow Lake RCMP received a report of a forcible confinement in Meadow Lake. Officers immediately responded, entered the residence and located an injured adult male. He was transported to hospital with injuries described as non-life-threatening. Investigation determined a group of individuals confined the male and a female in the basement of a residence. They were threatened with firearms. The male was assaulted and robbed. The female was able to escape.

Meadow Lake RCMP arrested multiple individuals at the residence and one in Meadow Lake the following morning. Officers located the female victim and ensured she was safe. She did not report physical injuries to police.

As a result of investigation, four individuals were arrested and charged.

 

34-year-old Lindsay Bouvier and 38-year-old Brenda Partridge, both from Meadow Lake, are each charged with:

– two counts, forcible confinement, Section 279(2), Criminal Code;

– one count, possession of a weapon for a dangerous purpose, Section 88(2), Criminal Code;

– one count, using a firearm in the commission of an offence, Section 85(3), Criminal Code;

– two counts, assault with weapon, Section 267(a), Criminal Code;

– four counts, robbery, Section 344, Criminal Code; and

– two counts, uttering threats, Section 264.1(1)(a), Criminal Code.

 

Lindsay Bouvier is also charged with:

– one additional charge of assault with weapon, Section 267(a), Criminal Code;

– one additional charge of possession for a weapon for a dangerous purpose, Section 88(2), Criminal Code;

– one count, assault, Section 266, Criminal Code; and

– two counts, fail to comply with probation order, Section 733.1(1), Criminal Code.

 

30-year-old Sheldon Partridge from Meadow Lake is charged with:

– two counts, forcible confinement, Section 279(2), Criminal Code; and

– two counts, assault with weapon, Section 267(a), Criminal Code;

 

28-year-old Jaycee Patenaude from Meadow Lake is charged with two counts, forcible confinement, Section 279(2), Criminal Code.

 

All four appeared in Meadow Lake Provincial Court on July 13, 2023 (Joint information #90490826).

July 14: At approximately 3:45 a.m., Milestone RCMP received a report of an assault in Briercrest, SK. Investigation determined an adult male rammed an occupied camper-trailer with a truck, then discharged a firearm at it. An adult male, the sole occupant of the camper-trailer, and a dog were injured. The male reported non-life-threatening injuries to police and the dog received veterinary care. As a result of investigation, Milestone RCMP arrested an adult male in Claybank, SK at approximately 11:10 a.m.

49-year-old Chad Ferreira is charged with:

– one count, discharge a firearm with intent, Section 244, Criminal Code;

– one count, assault with a weapon, Section 267(a), Criminal Code;

– one count, uttering threats, Section 264.1(1)(a), Criminal Code;

– one count, mischief over $5,000, Section 430(4), Criminal Code;

– one count, causing an animal to suffer, Section 445(1), Criminal Code.

 

He is scheduled to appear in Regina Provincial Court on September 13, 2023 (Information #90439133).

July 16: At approximately 10:45 a.m., Melfort RCMP received a report of an armed male on James Smith Cree Nation. Investigation determined the male, who was armed with a machete, was threatening individuals, including James Smith Cree Nation security officers, who initially responded and secured the area until police arrived.

Melfort RCMP located the male outside a house and told the male he was under arrest. He did not comply, and assaulted one of the responding police officers. Officers deployed a conducted energy weapon and the male was safely taken into custody. The male did not report injuries. The assaulted police officer reported minor injuries.

51-year-old Clarke Anderson from James Smith Cree Nation is charged with:

– one count, assault with weapon, Section 267(a), Criminal Code;

– one count, possession of a weapon for a dangerous purpose, Section 88(2), Criminal Code;

– one count, assault on police officer, Section 270(2), Criminal Code;

– three counts, uttering threats, Section 264.1(1)(a), Criminal Code; and

– five counts, fail to comply with release order condition, Section 145(5)(a), Criminal Code.

 

Clarke Anderson is scheduled to appear in Melfort Provincial Court on July 17, 2023 (Information 90505933).

July 16: Investigation by Ile a la Crosse RCMP determined a wanted individual was in a residence in Ile a la Crosse. Officers secured the area to ensure public and officer safety and obtained a warrant to enter the residence. Officers from Buffalo Narrows RCMP also attended to assist. After approaching the residence and making verbal contact with its occupants, five individuals exited and were taken into custody without incident. Officers entered the residence and located and seized two illegally-modified sawed-off firearms, a crossbow and multiple knives and machetes.

Four of the individuals were released without charge. The fifth, 28-year-old Brady Durocher from Jan’s Bay, was arrested on multiple outstanding warrants for charges, including assault and assault with a weapon, related to incidents in Ile a la Crosse. He is scheduled to appear in court in La Loche, via phone, on July 17, 2023.
